This is a Sterling Silver Sugar Shifter Spoon, at least it appears to be like a sugar Shifter spoon with the holes in the bowl, but has pronged edge so we are unsure. It is in the Old Colonial pattern

 

Bases all stamped with the makers name and country of origin, also model and item stamp on each piece is , E9021/5 EPBM Harts the silversmiths England. the tray is stamped Chased made in sheffield Eng
