Collectible antique made in India. Apparently it's for measuring the angle between 2 objects which I figured out, but otherwise I don't know anything about it.

 

Nice vintage Brass Ship Compass. Still works after all these years. The original owner said it came off an old ship that was on the Great Lakes. Good luck bidding.
