This is an antique Kelloggs switchboard operator's headset consisting of a receiver and headband. As seen in the photo's, the receiver can bolt to the head band. The head band is in black enamel finis

 

Other than the above mentioned issues, I do not see anything wrong with it -- at least what matches the instructions.
