You are looking at an antique cast iron balancing scale. I don't know exactly what era; but, I suspect that is from the 1920's. It appears to be operational. It also comes with bucket container. It is

 

ALL APPEARS TO BE WORKING CORRECTLY. A COUPLE OF THE KEYS ON LEFT SIDE WILL STICK. NOT CLEANED INSIDE PIECE. SURE COULD USE JUST A BIT OF TLC. SERIAL NUMBER 183916, I BELIEVE DATES THIS TO 1926. EXCEL
