This is a Picket slide rule from the Cleveland Institute of Electronics and the patent date goes back to 1964. The slide rule is a plastic I think with metal on all the edges including the center slid

 

Slide rule c 1959 belonged to former Congressman Bob Filner who started college as an engineering student before switching majors and obtaining his PhD in history of science.
