Collectible antique made in India. Apparently it's for measuring the angle between 2 objects which I figured out, but otherwise I don't know anything about it.

 

This solid brass cover weighs 20 pounds. it measures 11 inch outside and 10 inch inside,The hinge is 5 inch on outside and 3 1/2 inch inside.The hinge pin is 1/2 inch.would fit 10 inch porthole. recov
