Not sure of maker, don't know enough about them to decipher the vague writing on it. Works OK, has minimal rust and some discoloration of the galvanized handle.

 

All metal is sound. Must be an aluminum alloy. A little rust on steel parts. My Mom painted this cart years ago to preserve it. Some paint remains, you can see on the wheels. The handle is original. T
