You are looking at an antique, Victor Postal Scale made by the Pelouze Scale & Mfg. Co. of Chicago, IL.U.S.A. circa. 1897 by W.N.Pelouz. It is marked, Pat. Aug. 3, 1897, Mar. 29, 1898. This scale

 

The previous owner informed me that this typewriter is circa 1893, having researched it extensively. It's in good working condition but in need of a good cleaning. I have not removed it from the case.
