Looks to me like this is a pretty complete set the case is not in that great of shape but it holds all the pieces it is an elementary set it even has the lead holder with spare pencil lead in it all p

This is a Koehler Permissable Flame Safety Lamp for coal mining. It was used in Cambria County, Pennsylvania. The original owner has his name tape labeled on the base of the lamp. The glass is intact
