This is a small blue Monarch suitcase. There are keys for the case. It measures 10" x14". This may have been the shoe case from a set of luggage or the make up case. I believe this was my grandmother'

 

Some are cotton some are nylon. The elastic is stretched on the cotton and on the the 3 pair of nylon with the lace edging.
