This is a VIntage Chatillon Hanging Scale that can be used for Grocery or Fruit & Produce stands.  It is in working order.  The bowl has a rim of Blue left on it and the scale itself I would say

 

Vintage FULTON Cross Peen Pien Blacksmith Metalworking Riveting Hammer The striking surface measures 5/8'' round The overall length is including the handle is 13 3/4'' The head is 4 1/8'' long by 5/8'
